No it's totally random, but as I mentioned earlier be careful when upslaying a slightly higher TFF than yours so that you won't end up with a disappointment.

Your TFF (Total Fighting Force) is the factor. For this Era 14v2: Downslaying (Attacking someone with lower TFF): you will get between 40%-60%. Upslaying (Attacking someone with higher TFF): you will get between 75%-100%. Be cautious while attacking targets with slightly higher TFF, the stolen gold ...
